Hi, Upright black cylinder on the top of the filter is priming pump. Bottom hole is bleed hole - used to release water from filter. That hole should be closed most of the time - open it only when have indication of water in fuel filter, to evacuate water. To fix I pushed down on the boot which caused it to click, and then the boot would open. A spray of WD40 on the catch seemed to clear it completely. This problem affected mine during the cold snap in early 2010, so when it returned in December with the snow, I was hoping the boot would open flawlessly now the warmer weather is here. wNjPi.
